2009 Pacific Halibut Fishing Season

IPHC LICENSING PROCEDURES FOR AREA 2A

            The following are procedures used by the Commission when issuing licenses.  This list is intended to explain procedures and assist fishers in obtaining licenses in a timely manner.

1.       The Commission licenses vessels, not individual fishers.

2.       Pre-printed applications are prepared at the end of February.  If a commercial vessel made at least one halibut landing in the previous year, the computer will prepare a pre-printed application with the prior year's information. All sport charter vessels will be sent a pre-printed application form from the previous year’s information.

3.       If you do not receive your pre-printed application by early March, you may request one by calling the Commission at (206) 634-1838 or you may download one from the IPHC website (www.iphc.washington.edu/halcom/2aapp.htm).  In some instances, forms can be obtained from local or state agencies.  When filling out applications, write legibly and provide all pertinent information (i.e., document or registration number, WDF number, etc.).  If your address changed during the year please let us know. Also, the application must be completed and signed by the vessel owner.  Applications completed solely by the captain, if different from the owner, will not be processed.

4.       Completed applications should be mailed to IPHC, P.O. Box 95009, Seattle, WA  98145-2009.  Applications can also be faxed to the Commission at (206) 632-2983.  Please note the actual license cannot be faxed back.

5.       Once a “Vessel License Application” is received, it is dated, edited, and entered into the computer.  Unsigned or incomplete applications are returned to the sender for missing information.  Processing of applications will be done within three business days starting in early March. Also, as previously noted, licenses cannot be faxed.

6.       Licenses and other pertinent information will be sent by first class mail at the beginning of March.  The license will be sent to the vessel owner unless other instructions are specified with the application.

7.       If the license is to be held for pick-up, it must be noted at the time of application.  Also, the person picking up the license needs to know the names of the vessel and the owner so that the correct license is released to the right person.  Please contact the IPHC office to schedule a pick-up time.

8.       To speed delivery of the license, a pre-paid self-addressed Express Mail envelope obtained from the Post Office may be enclosed with the license application.

9.       Area 2A license applications for the directed commercial, and/or incidental commercial during longline sablefish fishery must be postmarked or faxed no later than 11:59 p.m. April 30, 2009 (Pacific Halibut Fishery Regulations Section 4 (7)).  A National Marine Fisheries Service limited entry groundfish permit with a sablefish endorsement is required to fish in the incidental fishery.  For more information, please contact NMFS at (206) 526-4353.

10.    Area 2A license applications for the incidental commercial fishery during the salmon trolling season must be postmarked or faxed no later than 11:59 p.m. March 31, 2009 (Pacific Halibut Fishery Regulations Section 4 (8).

NOTE: A license will be issued for operating in Area 2A for either: 1) the incidental commercial halibut fishery during the salmon troll season, 2) the sport charter fishery, or 3) the directed commercial, and/or incidental commercial during longline sablefish fishery. If a vessel has an Area 2A commercial license it cannot be used to sport fish for halibut in Area 2A.
