1999 Commercial Fishery Issues 

Revised NMFS Groundfish Logbooks for Alaska

NMFS and IPHC worked together to modify the logbook required by vessels fishing for halibut and groundfish. In 1999 the NMFS Catcher Vessel Groundfish/IFQ Daily Fishing Logbook (DFL) will have a tear-out page (titled IFQ distribution) available for IPHC port samplers to collect. This logbook is required to be used by operators of catcher vessels at least 60 feet in length overall and all catcher/processors that fish for IFQ Pacific halibut or sablefish and also non-IFQ groundfish in a given fishing year. NMFS mailed copies of the new logbooks on February 19, 1999, to the owners of appropriate vessels that reported IFQ landings in 1998.

Completing ADF&G Fish Tickets

IPHC would like to remind person’s completing fish tickets that it is an IPHC regulation that all halibut onboard the vessel at the time of offloading must be recorded on the ADF&G fish ticket, including halibut retained for take-home or personal use. These records are important in accounting for the total halibut removals and producing a quality assessment of the stocks.

Two changes have been made from the 1998 clearance procedures: (1) Adak was added as a location to obtain clearances for Area 4B; and (2) clearances required at the completion of fishing in Area 4B must be obtained in person or by VHF radio (no visual identification of the vessel is necessary). Contact Morris Wade or Heather Gilroy if you experience problems obtaining clearances.

In 1999 IPHC will be notifying NMFS Enforcement of the vessels that fail to meet the clearance requirements.
