Bait for Year 2000 IPHC Survey Vessels
The International Pacific Halibut Commission is requesting proposals from industry to
provide bait for our year 2000 summer halibut surveys. The annual halibut stock
assessment survey will be performed aboard approximately 15 different Canadian and U.S.
vessels between May and September of 2000. These vessels will survey the range of
halibut from California, through Canada and Alaska, to the Bering Sea. The total
bait requirement for all survey vessels will exceed 350,000 pounds. The Commission
plans to pre-arrange around 230,000 pounds of bait, providing for survey operations from
May through July. The remaining bait will be purchased "freshly frozen" as
supplies become available on the market and our needs in the various ports of operation
have become clear.
The only bait used for the Commissions's standardized stock assessment survey is Chum
Salmon. Due to the scientific nature of the study, our bait quality requirements
exceed those normally provided by industry as "bait chums". The
Commission's minimum quality requirement is #2 semi-bright or better (ASMI grade A
through E), H&G, IQF, Chum Salmon with "meat coloured" flesh. Round
chums of this quality will be considered, though preference is for H&G.
The Commission's initial bait requirements may be stored in or shipped as required to
the following ports:

Proposals for supplying bait should include storage through September
2000. Bids may include shipping costs to the various ports of operation. If
the Commission provides shipping, the storage location will be considered in regard to
shipping costs and used in evaluating the bid. Other points used in evaluating bids
will be the possibility of deferring payment until July 15th, 2000 and paying only for
bait taken from the storage facility. The Commission will not necessarily accept the
lowest or any of the bids received.
